PROGRAM EVALUATION

Obtaining results for our clients is the hallmark of our evaluation practice. Whether it is helping clients to make decision about program funding, understanding the effective and efficiency of their operation, or addressing program management issues, our evaluations aim to be both practical and strategic. Our experiences provide us with a strong understanding of the policy context of government programs, allowing us to provide solutions that meet the needs of diverse groups of stakeholders.

Erebus International has developed a reputation over a number of significant projects for researching, planning, gathering, analysing, interpreting and communicating complex data simply and graphically, to multiple audiences in a wide variety of formats. At the same time our consultants have proven ability and techniques to relate to clients, providers and stakeholders in a reassuring and engaging manner.

Some examples of outcomes of our evaluation include, for example:

Reauthorisation of the Supported Accommodation and Assistance Program (SAAP) for a further quadrennium
Development of a framework for measuring organizational performance for the NSW Department of Ageing, Disability and Home Care (DADHC).
Acceptance of a student data transfer protocol for education jurisdictions
A plan for strategic directions for enterprise education
Baseline data about the use of drug education resources.

Victorian Department of Education and Training (DET)

Development of Stakeholder Satisfaction Surveys - Local Learning and Employment Networks/Post Compulsory Division

• The objective of this project will be to develop Stakeholder Satisfaction Surveys for the Local Learning and Employment Network and the Post Compulsory Division (PCD) of the DET. The purpose of developing the Surveys will be to support new management strategies of the LLENS in 2006, in particular, the requirement that LLENs will focus on "strengthening stakeholder feedback and that Stakeholder Satisfaction Surveys will be undertaken by all LLENs". In addition, the PCD in its role as contract manager of the LLENs is seeking to develop a Satisfaction Survey to ensure "that the LLENs initiative would be strengthened if the centre (PCD) could adopt a partnership rather than a contract manager relationship".

Encouraging Tolerance and Social Cohesion through School Education

• The project will undertake a stocktake of schools nationally to examine ways in which schools and school systems and sectors are encouraging tolerance and social cohesion through school education.

• This evaluation reviewed the appropriateness, effectiveness and efficiency of the web-based platform in delivering the outcomes within the NQSF, and possible future uses of the platform.


MCEETYA Performance Measurement and Reporting Taskforce

Feasibility Study for Developing and Implementing Key Performance Measures for Enterprise Education

• This project is to provided advice to MCEETYA about options for developing national key performance measures for Enterprise Education.


NSW Attorney General's Department

Evaluation of the Redfern/Waterloo Pathways to Prevention Demonstration Project

• This evaluation reviewed the effectiveness of the initiative as an early intervention project aimed at 0-14 year olds, focussing on strengthening children's connection with family, school and communities.

Development of an Evaluation Strategy for Career Advice Australia (CAA)

• This project developed an evaluation framework to assess the effectiveness, appropriateness and efficiency of the Career Advice Australia initiative.

Review of the Operations of the Block Grant Authorities (BGAs)

• This Review examined and reported on the operations of BGAs in order to facilitate, where appropriate, the strengthening of BGAs and their operations. The BGAs administer the Australian Government's Capital Grants Programme and the Investing in Our Schools Programme for non-government schools, including the funding pool allocated to small projects.

Trial of National School Drug Education Strategy (NSDES) evaluative survey instruments

• This Project developed and trailed a range of survey instruments as part of the evaluation of the National School Drug Education Strategy (NSDES). The evaluation design included qualitative and quantitative components.

Evaluation of the Commonwealth Disability Strategy

• The objective of this evaluation was to assess progress in removing barriers to people with disabilities and to assess the overall effectiveness of the revised Strategy. The evaluation assessed the Strategy's effectiveness by: mapping the Strategy's achievements and failures against its objectives; highlighting any barriers or drivers to success; and identifying possible future directions for the Strategy together with recommendations for improvement.

Evaluation of the Support for English 7-10 for Aboriginal Students program

• This evaluation involved reviewing the effectiveness of an innovative model for addressing the literacy development needs of Aboriginal students in 5 schools, and the effectiveness of the professional development model for supporting teachers in the use of this model.

Evaluation of the Pilot Tutorial Voucher Initiative Program

• This evaluation investigated the effectiveness of the pilot Tutorial Voucher Initiative (TVI) as a means of assisting children who did not meet the Year 3 national reading benchmark in 2003.

Scoping Study for the Development of Early Years Drug Education Resources

• This project provided direction to the development of Early Years drug education resources, through literature reviews, school case studies, and consultations with jurisdictions and other stakeholders.

Review of the Recent Literature on Socioeconomic Status and Schooling

• In late 1999, a review of the literature was conducted in preparation for the development of an index of school socio-economic disadvantage that would be used to identify eligibility for the NSW Disadvantaged Schools Program for 2000-2004. The 1999 review focused on the identification of factors and methodologies that might usefully be included as part of the calculation of the NSW Index. The purpose of this paper was to review the research evidence in relation to these issues since the publication of the 2000 report.

NSW Primary Connect Program Exit/Sustainability Project - Best Practice

• This project developed an exit/sustainability strategy, in collaboration with four school communities that would ensure the ongoing sustainability of the most significant initiatives that had been commenced as part of the Primary Connect Program in each community.

Evaluation of the Primary Connect Programme and Schools as Community Centres Projects- -Stage 1

• This evaluation reviewed the contribution of these programs to support schools in community capacity building for students and their families. It involved a review of the level of collaboration and cooperation of interagency approaches as tools for assisting students and their families in developing independence.

National consultation and action planning in relation to Future Directions for Enterprise Education

• This project aimed, through an extensive consultation process, to develop a longer term action plan for the ongoing and systematic implementation of the key principles of Enterprise education in the broad educational community including schools, industry and parents.

Review of Provisions for Ethnic Schooling

• This project is designed to examine the Victorian Government's current and future levels of support for Community Languages schools throughout Victoria.


Asia Education Foundation

Evaluation of the Endeavour Language Scholarships Program.

• This evaluation aims to investigate longer term impact on teaching and learning practices of teachers who have received Endeavour Language scholarships in 2004.


Australian Government Department of Education, Science and Training

Enterprise Education Action Research Project.

• This two year Action Research project involved close working relationships with 194 schools across Australia in 2002-2004 in the development and implementation of best practice principles in the teaching of Enterprise education in schools and the broader educational community. The project involved extensive case study work and ongoing collaboration with project stakeholders in schools, industry and local communities.

• This project developed a generic too to measure performance of agencies contracted to deliver services on behalf of DADHC.
